MSGP SWPPP, BMPs, & Monitoring
Stormwater Pollution Prevention Plan (SWPPP) Information:
If your facility is covered under the MSGP and does not qualify for “No Exposure”, you must develop and implement a Stormwater Pollution Prevention Plan (SWPPP). Each SWPPP must include facility specific information regarding potential pollutant sources as well as Best Management Practices to prevent stormwater pollution.
We have prepared a blank SWPPP for you to use as the foundation for your plan. Download the “Fillinable SWPPP” below and the “Instruction Booklet” to start developing you plan.

Or, you may use the “SWPPP template” as the foundation for you plan:

For guidance in filling out the SWPPP template, please see the example SWPPP created for a sawmill. While your site may be very different from the example sawmill, this model SWPPP may help you to determine what is needed in your plan. When selecting specific Best Management Practices (BMPs) for your facility, you may use the BMP Factsheet for your sector, found below.

Best Management Practice (BMPs) Factsheets
Best Management Practices (BMPs) reduce or eliminate contamination of stormwater by minimizing the contact that runoff has with pollution sources. When choosing BMPs for a facility consider the number, type, and location of pollution sources. It is always more effective and easier to prevent stormwater pollution than it is to remove pollutants from stormwater.
As part of the SWPPP, facilities are required to implement BMPs at their site. The BMP sheets below are organized by sector and contain suggested BMPs for the different activities
and materials found at the industrial facilities included in that sector. The BMPs listed here are suggestions. A facility may incorporate BMPs from other sources (such as industry trade groups) or develop a system of BMPs that is appropriate for its site. BMPs required by the MSGP are in addition to those that may be required by other permits. Be sure to read Section 2 and Section 4 of the MSGP to ensure that your SWPPP contains all the required BMPs.

Monitoring Information
Monitoring is required at all facilities that submit an NOI and receive MSGP coverage.
"Stormwater Sampling for the Multi-Sector General Permit: A Guide for Industrial Facilities" provides guidance and instruction that will enable permittees to comply with the MSGP monitoring requirements. The guide explains the different types of sampling that your facility may be required to do, describes how to determine when and where to sample, and gives examples of the correct way to take samples.
