An Individual Construction Stormwater Discharge Permit is a customized permit for discharges of stormwater from construction activities. Individual permits are used where projects that require a permit are not eligible for the Construction General Permit. An Individual Permit is specifically tailored to the proposed construction project, and typically includes additional protective measures (e.g. the requirement for oversight by an Environmental Specialist). Unlike a General Permit, which has already been through a public comment and appeal process, all Individual Permits require a 30-day public comment period and have a 30-day appeal period once they are issued.

The application process for an Individual Permit is similar to that of the CGP. Instead of a Notice of Intent, a Permit Application From is filed, accompanied by an Erosion Prevention and Sediment Control Plan, and a $500 processing fee.
