Construction General Permit 3-9001 (2003) - Determine Eligibility

For projects to qualify as Low Risk or Moderate Risk, the receiving water(s) must be identified. Certain receiving waters, due to their water quality or sensitivity, will affect the score in the Risk Evaluation process of Appendix A. These include:

Class A

Class A waters are high quality waters which have significant ecological value and water quality of a uniformly excellent character. Class A waters can be used as a source of public water supply and for the enjoyment of water in its natural condition.

All waters above 2500 ft elevation are Class A waters.

The Vermont Water Quality Standards provides detailed information on Class A waters in the state.

Outstanding Resouce Waters (ORWs)

Waters designated by the Natural Resources Board to have water quality values that, at a minimum, must be protected and maintained.

A list of Outstanding Resource Waters is maintained by the Water Resources Panel

Impaired Waters

A number of subwatersheds in the Vermont have been identified as impaired due to stormwater runoff, sediment, or nutrients.  The Vermont 303(d) List is the official designation of all subwatersheds with these and other impairments.

A list and map of stormwater-impaired waters is available here.
